My solution is a script to regularly crawl all XML files in all projects to fix this - in our environment the "cheaper" solution than changing infrequent users' behaviour.

It would be a nice feature if the mouse wheel would allow scrolling on the TOC pane while the focus stays on the editor pane - similar to the behaviour in windows explorer.
