There is actually no reason why the new non-scrolling headers developed for Help & Manual 4 shouldn't work in Help & Manual 3. I've now made the necessary changes and the result is attached to this post. This is a drop-in replacement for the standard Help & Manual 3 template, using it couldn't be easier:

In Help & Manual 3 go to Project Properties > HTML Export Layout > Topic Pages. Select "Edit HTML template directly" in the Design Mode: field, then select the "Main" template. Right-click in the editing window, select "Select All" and DELETE the entire standard template. Then cut and paste the version attached to this post.

If you have been using any older solutions for non-scrolling headers you should also go to Project Properties > HTML Help > Extended .HHP Settings and delete any entries for the nonscroll JavaScript files you entered there (generally nonscroll.js or something like that).

That's it, you're done. 8)
