Hi!
By the time passed the project had many popup-topics to keep much content and pictures too.
To the first look the popups are one-purposed topics being up when the users want to know more...
Comparing the two XML-files as topic as popup can be seen in a different types -> the topic is default (for example) and the popup is with class "Popup".
The question is how to use the popups for purposes of printed (non_electronic format documents) documents.
To take data from many popups and then using it for publishing (as someone asks)...
In one hand why to use popup for that if one can create the classic topic for editing/publishing... but we insert many popups reviewing the system to the customers.
It's a pitty all of that using as a prpmpt only.

Obviously "popup" is meant for electronic usage only as name suggests (it is difficult to pop up from paper ).
If you must print it, create separate topic with PDF only build, where you collect these texts as snippets.
If you must print it within a text, you may enter them additionally as a snippet with condition IF PDF around. Snippet could be entered as part of a text, not creating new paragraph.

Sometimes creating "comics for users" is more efficient then writing very official and standardized manuals (what about IKEA userguides ).
To invole the popups in this solution is an excellent step to customized.

In addition to Ivo's excellent suggestion using snippets, you can also create normal topics for PDF from the popup topics. To do this, just create TOC entries for the topics in the location where you want to have them in the TOC. To do this, either drag the topic file into the TOC from the Topic Files section, or create a new topic and then select the topic ID of the popup topic instead of creating a new ID.
Then set the include options of the TOC entry to PDF only and the include options of the topic file in the Topic Files section to both PDF and the formats where they are being used as popups. IMPORTANT: Set the TOC entry include options first, otherwise you will reset the topic file include options. Also, don't change the topic class -- it must remain as "Popup", otherwise this won't work properly. (The class will be displayed in red in the Topic Options in the TOC, that is OK.)
