Is there any ability to test the published ipad help using an emulator?
e.g

http://ipad-emulator.org/
http://mobiletest.me/
Or Chrome's built in Dev mode device emulator
Sometimes our devs lock away all the ipads which is annoying when I just need to check look and feel

The only emulator that is even close to usable is the one in the Apple XCode developement environment, for which you need a Mac with a decent amount of memory and a good screen. Even then, you still need a real iPad for testing, particularly, for testing web pages, because the emulation is not all that good.
So get them to change that. That is really your only option here.Sometimes our devs lock away all the ipads
