Sorry, I seem to be posting on here all the time at the moment.
The <%HMFIGCOUNTER%> variable just outputs a blank space in pdf/html/anything.
The <%HMFIGCOUNTER-%> and <%HMFIGCOUNTER+%> variables seem to work though.

The problem here is that you are using the new figure counter variables on their own, and they are explicitly NOT incremented when you do that. They only increment when you use them in figure or table or toggle captions, or if you use them in the new Caption tool, which can also include them for incrementation. When they are used outside those places they don't increment, which makes it much easier to use them for references. See this page in the current help:

Yes, table counters require a caption. That can be inserted anywhere, including inside the table itself if you wish.
Note that the older, deprecated counter variables from HM7 will still work in the old way. However, we'd recommend updating them sooner rather than later as support for them will probably be removed eventually.
