Is there a way to publish only new topics, or topics created/modified after a certain date?

Not really, and a function like that would be problematic by definition. Individual new topics would be bound to be somewhere in a chapter, mixed up with topics that were not new, and publishing them on their own would be impossible due to the chapter structure.Is there a way to publish only new topics, or topics created/modified after a certain date?
If you only want to publish new topics to enable you to only upload new topics to a WebHelp server that won't work either: Effectively you already have that option since the timestamps on topics are for their last edit date. But that too doesn't help because changed topics aren't "alone". All the files relating to search have to be re-uploaded even if a single character in a single topic changes. There are changes in the TOC and index files as well, and it's quite possible for topic files to have changes in their content without their timestamp changing. For example, a change in the skin will change ALL your topic files, but the timestamps of the topic files will still only change if the topics have been edited. For all these reasons we strongly recommend always re-uploading everything when you republish WebHelp.
