Current Problem:
Performing a publishing task performs all of the time consuming elements of the publication first and then checks to see if certain criteria are met. For example, a small issue like the publication already being displayed in the background does not return an error until AFTER the publication is processed. With large pub tasks this quire time consuming. This is backward.
Proposed Fix:
Check certain error-pron criteria fist, like are there repository issues, if the pub currently open, and any other error prone issues. Only AFTER these checks are met should the pub task proceed to performing the task.

We've put this on the list for consideration. However, chances of effective implementation are low: Quite a few things can only be checked by processing the project and even for things that could be checked in advance it would significantly lengthen the export process for all exports, including the great majority where everything is OK. So on balance it's better to have to wait a little longer occasionally when something is not OK than every single time when everything is actually going fine.
