Fixed by running regsvr32 C:\Windows\SysWOW64\hhctrl.ocx

Hope someone will find this useful in the future

P.S. I can open any other help file on my computer, it's when publishing this particular project

It seems it did not like the bmp files. I converted them to png files and it now works. Would there be a reason for this or am I missing something?
