Yes, what you indicate is true. However, based on context there are times when the amount of whitespace required is not the same. This means that I need to create (and track) multiple graphics which all have the same content.

I agree. When doing an overlay of multiple images on a single background image its almost impossible to get drop-shadow and transparency the same across all foreground images.
