Currently we are using H&M 7 with PP3.
Are all the skins in PP5 compatible with H&M 7?

The modified attribute in table_of_contents is the last change for that topic in the TOC.
The last change of the topic itself shown in Topic options -> Last edited is the timestamp of the file.
The user is in the attribute lasteditedby in the topic XML-file.

To get the blue line the mouse cursor must not be on a topic text. Move the mouse cursor to the right or left border.
If this won't help you also can move the topic with the blue arrows in Project -> Manage topics.

I did the experiment again and found that the directory name of the folder should not contain Cyrillic. You need just the CHM-file. It contains all files needed. A CHM-file is something like an archive.
Be aware that a CHM-File can only be opened from a local drive not over a network. And maybe you need to change the properties of the file on the target system. See this Microsoft article.

The correct variable name is SKIN-STRTRANS-SYNCTOC i.e. with the C

You can either (1) replace it with your own image or (2) remove it.
(1) The name of the image is the variable NAVPANE_TOCBG. Add your image to the baggage files and change this variable.
(2) Open from baggage files hmtoc.css. Remove the line with background-image in div#hmtocbody.

"You can create a TOC reference by dragging a TOC entry with SHIFT+CTLR" means that you start dragging by picking a TOC entry and not a file from Project Files.
BTW: Picking from TOC the new entry has the same timestamp as the exisiting one, picking from Project Files it has 1899-12-30.
