Your problem is Microsoft Windows, not H&M3 or 4. New security restrictions in Windows make it impossible to open CHMs across networks, it is simply no longer permitted by Windows. See here for more details and possible solutions:

If you scale your GIFs it is quite possible that the result will not be animated. And even if is the quality will probably be lousy. Don't do that -- always insert animated GIFs at 100%.
