You do that with a topic link. On the left side of the dialog is a box where you can select the file you want to link to. It is preset with "Current" but you can click on the box to open another file.

This is done by conditional output. Read More Advanced Procedures > Conditions and Customized Output > Using conditional output in the help of H&M. It explains how you can have text or complete topics included or excluded in the output.

For HTML Help you can activate this under Project Properties>>Help Windows>>HTML Help Options. Mark the checkbox "Add a FAVORITE Tab to the navigation panel".
