Hi,
we have three users updating our help project which is linked to Microsoft Visual Source Safe and we have set the project to use manual check in/out. We have found that when one user updates the table of contents and checks in the changes, this doesn't refresh on the other users projects until they check out the table of contents - refreshing the project picks up all the other changes but not the table of contents.

This is correct. If you are using manual check-in/check-out you must also check the table of contents in and out to edit it. The TOC is also a shared resource so users should always save the TOC and check out immediately when making changes there to avoid possible conflicts with other users making changes at the same time.

Hi Tim,
only one user is making changes to the ToC, but the other users cannot pick up the changes unless they check out the ToC. I would have expected doing a Refresh Project to update the local ToC if it is not checked out by the user.
