turning off the index tab in chm files

Hi,
is there any possibility to turn off the "index" tab in a chm help file?
I tried the setting in Project Explorer > Configuration > Publishing Options > WebHelp > Navigation, but it didn't work for chm. Are there any other possibilities?

The index tab is only there when you have any keywords in the project.

Create a new project with the standard topics and export them to HTML Help. You won't see an Index tab. Add then a single keyword in one of the topics and export again. Then the Index tab is there.

I haven't seen a setting to disable the export of the keywords.
