Anybody know of a way to hyperlink a sentence of your manual to an anchor point?

This is possible, of course. But how you do it depends on where you are creating the link, what help format you are using and where the link and the help are located in relation to each other.

a pdf. Want to hyperlink one sentence in part of the document that says instructions are displayed later in this document and hyperlink that to the anchor point of the instructions further in the document.

Provided the link is in the same document as the target this is just the same as any other topic link to an anchor. See the instructions in the help here:
How to create an anchor:

You also need to make your PDF dynamic by activating the options for interactive PDFs with hyperlinks in Configuration > Publishing Options > PDF Layout. You need to activate the Interactive option at the top, and "PDF has active hyperlinks" and "Underline topic links" further down.
