What is the format for links to anchors (from outside).
Is it something like:

- Like topic file names, anchors are always converted to all lower case. Upper case in the link will only work on Windows web servers, which are not case-sensitive. On all other web servers (the majority) they will fail. That is why it isn't working here. You just need to make the initial "U" lower case for the link to work.
- Ideally, anchors shouldn't contain non-alphanumeric characters, so no dashes etc. This one will work, but it's good practice to avoid them.
