I have a task set up to publish to CHM with an include CHM and an include ABC, where ABC is my own tag.
When run locally via the task publisher, it works fine.
When run from the build server, the ABC tag is ignored.
Do I need to specify TSK=myTask with I=CHM,ABC when not publishing locally?

This is definitely working OK, I just double-tested it. You the include options in your task should definitely work, als when the task is called from the command line. What may have happened is that you edited the task in the current project and then executed the batch without saving the project first. The batch can only read the saved version of the project, which would contain the old version of the task definition until the project is actually saved.
