Floating License does not work

Hello,

we've got a problem with our floating licenses.

We bought 2 floating licenses, which means that 2 people can work on the same project at the same time, right?
I activated the licenses on my computer directly after the new version came out. Today we wanted to active the licenses on the computer of my colleague - and there occurs always an error like this although there is another free license:

All floating licenses are currently in use. Please contact your admin.

This error also occurs when I don't have opened Help&Manual (so both licenses should be free).
I tried to "pin" one license on my computer and the error still occurs.

Did we make a mistake?
