When specifying a build event, are relevant paths not allowed?

Also, regarding the Command argument below, it seems this command has to be in the SAME path on every machine? I can't enter a command without navigating directly to it. When I specify executable programs or batch files in my Path, OK remains disabled. I'm trying to setup something that works on ANY persons machine without requiring them to place this command in a specific location.

Use the Add button in the Build Events tab to add events.
Name:
The name of the event shown in the Publishing Task Manager. This can be anything you like.
Command:
The command to be executed. If the path is not in your Windows path variable you need to include the path relative to file to be executed.
Parameters:
Any optional parameters for the command.
