One of the Microsoft security patches issued on Tuesday may cause serious problems on your computer if you have made changes to the following standard accounts settings in the COM+ catalog:
Administrators accounts: Full Control
System accounts: Full Control
Everyone accounts: Read
If your computer has any other settings than the above for these three account classes the patch may "lock users out of their PC, prevent the Windows Firewall from starting, block certain applications from running or installing, and empty the network connections folder, among other things."
For more details and solutions see the following Microsoft support article:

One H&M user already reported that an older version of the HTML Help compiler stopped working after installing the patch. Installing the latest available version of the compiler seemed to correct the problem but this may not work on all systems.
