Are these standard or custom bullets? Which language is your help project written in and which character set did you choose in Project|Properties -> Common?
Please try to embed TrueType fonts in the PDF file (setting in Project|Properties -> PDF -> Fonts). If True Type fonts including Symbol fonts are embedded and the character set is defined correctly, you should not experience any problems.
