"Keep window on top" for HTML Help

Under Project Properties/Help Windows there are tabs for the WINhelp and HTML help window properties. WINhelp has a "Keep on top" check box, HTML doesn't. How do I keep my HTML help on top? The WINhelp checkbox has no effect on HTML on top.

Currently I've been Recompiling the project in HTML Help Workshop and Checking the "topmost" setting in Extended Styles window definitions. This is frustrating
