SEO for graphics

Two questions about how to make graphics in our HM projects more usable by search engines.

1. Is the title attribute of the paragraph tag used by search engines as content? This is how HM implements tooltips in HTML output. I would like to know if tooltips are indexed by Google. I know, you want to say "Ask Google." I looked at their guide for optimizing websites for search but it did not get into that level of detail.

2. Is it possible to use the user interface in HM to implement the ALT text attribute for graphics? The ALT attribute seems to be the one that search engines use to create the index for a page. I don't see an easy way to do this in HM. Am I missing something?
