Topic metadata: Add owner

Hi!

It would be great to have a field for the "content owner" of a topic who is then responsible for keeping it up to date.

Good:
Have an input field in the "topic options".

Better:
Make such a field also on project level ("Title & Copyright"?) and propagate the user from here into all topics without a local content.

Even better:
Allow to connect these fields to Active Directory users, if desired.

Best:
Add user-based reports for the status and the date last changed [and for "orphaned" topics, i.e. with no longer active users].
