When I start a top level topic I often have an IF CHM,HTML ... ENDIF around the whole lot as the top level starts with a load of links to the pages in the topic. These links are not appropriate for a printed manual. Because of the way you implement paragraphs (I can see that it is too late to get that changed), this means that the topic is not empty, but has an end of paragraph mark in it. This causes extra vertical space in the printed version.
Printed topics already have the extra space designed into them by the way we are forced to design the print manual, so the extra space is annoying, especially as there is nothing I can do to get rid of it.
Please can you remove all empty vertical space (extra empty paragraphs etc) at the end of topics before printing.
