What is the difference between publishing HTML and Web?

Generally they are exactly the same thing, if you are referring to documentation viewed in a web browser. The output format in Help+Manual is referred to as "WebHelp", which is the general name for this type of documentation format on the web. That is why the include option tags used for WebHelp actually use the name "HTML" for this format, because it is shorter.

However, HTML is also the name for the basic format of web-based pages, and HTML is also used in a number of Help+Manual output formats: The Microsoft CHM, eWriter, ePub, Kindle Mobi, and Visual Studio Help formats all use HTML for the pages in the documentation, but they are not displayed on the Web. Only PDF and Word DOCX output do not use HTML as their basic page format.
