Invisible second structural level?

Invisible second structural level?

I am creating a user guide structured with three levels. This three-level structure works well:

However in the final chapter on printing (which merits being a level-I topic), there is simply not enough content to group within level-II topics.

I am unable to relegate child topics of a level-I topic down to level III (which best fits their scope). Instead they are stuck on level II unless I add a dummy level-II topic, which unfortunately creates this redundancy:

Solutions tried without success:
  • applying a text condition to the level-II topic title
  • converting the level-II topic to a chapter without text

If you don't need the Printing level 3 topics in the TOC, you could insert the level 3 topics as snippets in the Printing Level 1 topic and then format level-3 -style headers for each of them so that they look pretty on the page.
Alternatively, as you can't hide the level 2 topic without losing the level 3 children, either give it some contents or promote the level 3 children to level 2 and move on.
