Hello,
what is needed to automatically open toggle with anchor inside?

I have anchor inside the toggle table and toggle doesn't expand when i click on the link to the toggle with anchor e.g. https://manual.dotykacka.cz/pd-scenare- ... e_bankovek.

I just double-checked this and it's working fine. It is also working in your WebHelp with the anchor in the link, which you didn't have in your example link:
