make curly quotes work in captions

To work with typographically correct quotation marks, I used the option to apply a keyboard shortcut. Within image or table caption, this does shortcut not work however. It should, I think

Hi Björn,

Those shortcuts can't work there because those dialogs are outside of the HM editor. They are Windows controls, and not accessible to the editor shortcut system.
