Nice gap under TOC header not there on 2nd page of TOC

I have a nice gap under my TOC (Title band) before the Level 1 Heading is printed to PDF page.
But when it gets to page 2 of the TOC, the gap is no there and it looks too close.

Why does the Title band not print on page2 of the TOC?
Is there a way I can get a gap under the TOC header and the next TOC contents?

Your screenshot shows that you're not using the Title band at the top of the TOC section, but it still has a height so it's creating a space at the beginning of the TOC, but only there. Instead, you've put the title of the TOC in the header of the page. If you want to do that, you need to make two additional changes:
  • In the Page Options, reduce the height of the Title band to zero.
  • Increase the margin at the top so that the entire TOC starts lower down.
