Is there a way to do exclude/include TOCs based on AND or NOT operations on custom builds, to publish a topic only if both custom builds are checked together?
I have a use case where the same document will be published multiple times for multiple variants, some variants have their own custom build but some dont and they just use a main custom build that is common between variants.
Now if I want some TOCs which have the main custom build to not be included in one of the variants that has its own custom build, is there a way to exclude these TOCs while still having the main custom build checked with any kind of operators or checks on which custom builds are checked?
Just asking if there an easier way than defining a new custom build target and including/excluding these TOCs

You can only ever have one TOC in a publish operation, so the question of including/excluding them does not arise. Also in batch operations you only have the option of specifying the specific TOC to use.
However, looking at your question I suspect that you are simply not using the term TOC correctly: It refers to the ENTIRE table of contents and including/excluding it would only be relevant if you have used the multiple TOC feature to define additional TOCs. And then you can only ever select one at a time when publishing.
What you are probably referring to are chapters within the TOC. The answer is quite simple: Edit your build options for the consistency you need.
